Quick answer: The FR-44 filing itself adds very little to your bill. What actually sets the price is your driving record, your vehicle, your household, your prior insurance, your coverage choices, and which company you ask. Two drivers with nearly identical DUI histories can land a thousand dollars apart, and the company usually explains more of that gap than the DUI does.


I get some version of this question almost every week: “Why is my FR-44 so expensive?”

It’s usually asked by someone holding two quotes side by side, wondering how the same person, on the same day, driving the same car, could get numbers that far apart. I understand the frustration. When you’ve already been through a DUI, a license suspension, and the DMV paperwork, the last thing you want is a mystery on top of it.

So let me clear something up right away, because it changes how you should be shopping.

There is no single “FR-44 price.”

FR-44 is a filing — a piece of paper your insurance company sends to the Florida DMV confirming you’re carrying higher liability limits. It doesn’t replace the auto insurance policy underneath it, and it isn’t what’s driving your premium. What’s driving your premium is everything that policy is built on: your record, your car, your household, your prior insurance, and the company you choose to work with. The Filing Isn’t the Expense — The Risk Profile Is

And you don’t always have to be the policyholder to meet a Florida FR-44 requirement. In many cases, you can be added as a driver on a parent’s, spouse’s, or roommate’s policy and still satisfy the FR-44 filing — often at a lower cost than a standalone policy, depending on the household’s insurance history:

What Actually Moves the Number

Over the years, I’ve had this conversation enough times that I can usually tell someone, within a few minutes, roughly why their quote landed where it did. It almost always comes down to a handful of things:

  • Your driving record — not just the DUI, but everything else on file
  • Your vehicle — newer cars with more electronics and sensors cost more to repair, which shows up in your premium
  • Where you live — ZIP code affects claims frequency and cost in ways that have nothing to do with you personally
  • Your household — who else is on the policy, and what they drive
  • Your prior insurance history — continuous coverage counts for more than people realize
  • Coverage choices — limits, deductibles, and add-ons all move the price
  • Timing — when you shop, and how you shop, can affect both price and compliance

None of these factors work in isolation. A driver with a clean record otherwise, a modest vehicle, and continuous prior coverage is going to see a very different number than a driver missing two or three of those pieces — even with the identical DUI on record.

This is the part that trips people up the most, so I’ll say it as directly as I can: pricing differences between companies aren’t a sign that someone is being cheated. They’re a sign that underwriting isn’t standardized.

One company might weigh your prior insurance history heavily and barely blink at the DUI itself. Another might do the opposite. A third might be far more sensitive to your vehicle or your household than either of the first two. None of them are lying to you — they’re just running different math on the same file.

That’s precisely why shopping around matters more with an FR-44 than it does with a standard policy. This is another one I hear constantly, and it’s almost always based on a misunderstanding: “I have a DUI now, so I assume every discount is gone.”

Not necessarily.
