Quick Answer: The FR-44 liability limits are fixed by the state, but the premium built on top of them is not. Five things move the number more than anything else: prior insurance history you may not realize you have, the vehicle you choose, when the policy starts, the discounts that still apply, and whether your carrier has modernized its FR-44 payment rules. None of these require cutting coverage or risking your compliance.
If you’ve been ordered to carry an FR-44 filing in Florida, you already know it’s no picnic. The state requires much higher liability limits, and not every company is eager to write the policy.
But the number you end up with isn’t set in stone. There are a handful of levers that genuinely move it, and most drivers never hear about a single one of them.
This article is the practical version. For the wider picture of what determines an FR-44 premium in the first place, What Affects the Cost of Florida FR-44 Insurance? is the place to start — and if you’re still new to the filing itself, What Is Florida FR-44 Insurance? A Complete Guide covers how the whole thing works.
Here are the five that matter most.
1. Prior Insurance Counts — Even If the Policy Wasn’t Yours
A lot of drivers assume they’re starting from zero because they weren’t the one holding the policy before. That’s often wrong.
If you were previously listed as a driver on a parent’s or a spouse’s policy, that history frequently counts as continuous insurance. An agent who knows how to document it properly can sometimes use it to qualify you for a prior insurance discount — and on an FR-44 quote, that is not a small factor.
This is worth digging into even if it seems like a stretch. I’ve had drivers tell me they’ve “never had insurance” who turned out to have been on a household policy for six years. Nobody had ever asked them the question the right way.
It also points to something bigger: whose name goes on the new policy is itself a lever. You don’t always have to be the policyholder to satisfy an FR-44, and sometimes you shouldn’t be. That’s the whole subject of Should I Be the Driver or the Policyholder for FR-44 Insurance?
2. The Vehicle Matters More Than People Expect
Insurance companies rate risk by vehicle, and with FR-44 limits already elevated, that difference gets magnified rather than absorbed.
A high-horsepower car or a luxury SUV can genuinely double what you’d pay compared to something modest. A Corolla, a Civic, a Fusion — common, easy to repair, no performance-based pricing attached — tend to rate significantly better. It’s one of the simplest ways to bring a quote down, and one of the most overlooked.
One thing that’s changed in recent years and catches people off guard: newer vehicles are packed with cameras, radar, and driver assistance sensors, and while those systems prevent accidents, they make each repair considerably more expensive. That shows up in your premium. If a purchase is on your horizon, read Why Are New Car Prices Raising Auto Insurance Rates? before you sign anything — there are compliance steps in that transition you don’t want to get wrong either.
3. Timing Your Start Date Isn’t Just a Formality
Your three-year FR-44 clock runs from the date your license is reinstated — not from your conviction date, and not from the day you first think about getting a policy.
Here’s why that matters: the FR-44 policy is what makes reinstatement possible. So every week you spend “getting everything in order” before putting the policy in place is a week the clock hasn’t started. Drivers do this constantly, not realizing that the delay is quietly adding time to the back end of a process they’re trying to finish as quickly as possible.
I’ve watched people add months to their own compliance period this way. The fix costs nothing — just start sooner.
The full mechanics of the timeline are in How Long Do You Need FR-44 Insurance in Florida?, and the finer points of picking an effective date are in When Should I Buy Florida FR-44 Insurance?
4. Bundling and Discounts Still Work
Some drivers assume that once an FR-44 is involved, all the normal discounts evaporate. They don’t.
If you own a home, rent with your name on the lease, or carry a motorcycle or boat policy, those all still count. Paid-in-full credits still apply. Bundling can trim an auto rate by a meaningful percentage, FR-44 or not.
Ask your agent to quote every eligible line rather than assuming none of it applies anymore. I go through the full list in Can I Still Get Discounts With Florida FR-44 Insurance?
5. Payment Flexibility Has Improved — With a Catch
This one surprises a lot of longtime Florida drivers, because it used to be true and isn’t anymore. FR-44 policies were once effectively non-cancellable, which pushed most carriers to demand payment in full for the entire term up front.
That changed. As of October 1, 2023, FR-44 policies in Florida are no longer non-cancellable, and a number of insurers now allow monthly payment plans and standard cancellation terms — the same as any other auto policy.
If you’re rebuilding financially after a DUI, paying monthly instead of in one lump sum can make a real difference in cash flow. And normal cancellation rights mean you’re not locked in if a better rate turns up later.
Now the catch, and I want to be direct about it. The same rule change that made payment plans possible also means your policy can be cancelled for non-payment. That didn’t used to be true. A missed payment is no longer just a billing problem — it’s a lapse, and a lapse on an FR-44 restarts your three years. If you take the monthly plan, set up autopay. Every time.
Not every carrier has modernized its FR-44 rules, and how each one handles this varies more than you’d think, which is part of what I get into in Do Insurance Companies Treat Florida FR-44 Drivers Differently?
There’s No Single “Right” FR-44 Quote
Every driver’s situation is a little different, and there’s no universal number that applies across the board.
But the combination of the right vehicle, the right timing, the discounts you actually qualify for, prior history documented properly, and a carrier that’s kept its FR-44 rules current can make a real difference — without putting your compliance at risk. And it compounds: getting the structure right at the start is what keeps the next three years from costing more than they should, which is the point I make in The Real Cost of Florida FR-44 Insurance Over Time.
